ICC Defers Code Changes on Suction Entrapment; Final Action Expected in September
APSP last week presented its proposals to the International Code Council (ICC) to adopt the new ANSI/APSP-7 2006 standard for suction entrapment into the ICC codes. Other proposals were submitted as well. However, ICC opted not to approve any code changes at this time. Rather, ICC invited APSP to resubmit its proposals at the final code hearings September 17-23, 2008, in Minneapolis, Minnesota.

APSP’s proposals were heard February 21 by the International Residential Code (IRC) committee and February 23 by the International Building Code (IBC) committee. ICC has 14 code committees, which are responsible for the review and evaluation of code change proposals submitted to the 14 International Codes.

In April ICC will publish the report of last week’s hearings with public comments due in June. Based on the public comments an “action agenda” is published in August, which will then be taken up at the September hearings. The hearings in Minnesota are the last step in the ICC code revision cycle for ICC’s 2009 code editions. The voting process at the Minnesota hearings will be different than at the March hearings. In Minnesota, APSP and other organizations will present proposals directly to the body of code officials in attendance at the hearings. At last week’s hearings, APSP presented to the members of the ICC code committees.

If approved, the ANSI-7 standard would be incorporated into section 3109.5 of ICC’s 2009 International Building Code (IBC) and appendix G section 106.1 of the 2009 International Residential Code (IRC).
