Connecticut Issues Suction Entrapment Interpretation

One of the key provisions of a newly released interpretation from the state of Connecticut regarding suction entrapment language in the state code mirrors an important provision of the ANSI/APSP-7 Standard for Suction Entrapment Avoidance, which states that there is no backup for a missing or damaged suction outlet cover/grate. APSP has been working diligently with members and the state of Connecticut to accurately clarify this language.

Connecticut’s Office of the State Building Inspector issued the interpretation (No. I-24-07) on October 19 regarding the provisions of the 2005 State Building Code, which was adopted from the 2003 International Residential Code, Section AG106.

ANSI/APSP-7 states that "There is no backup for a missing or damaged suction outlet cover/grate. If any cover/grate is found to be damaged or missing, the pool or spa shall be immediately closed to bathers." The key provision in the Connecticut interpretation that corresponds with this provision of ANSI-7 is as follows:

"Given that approved drain covers are essentially the only protection against hair entrapment and evisceration, it is imperative that owners/operators of swimming pools and spas equipped with submerged suction outlets be made aware of the need to shut down any such pool or spa with a drain cover that is missing, broken, or not securely fastened."
